With the upcoming implementation of the Health Professions and Occupations Act (HPOA), proposed CCHPBC Bylaw changes, and the new Complementary Health Professionals Regulations, we understand that many practitioners have important questions and insights.

How to Effectively Communicate with the Government
*Speaker will communicate in both English and Mandarin
Henry Yao, previous MLA of Richmond South Centre, is an outspoken supporter of TCM. In this talk Henry will provide his insight in best practices in communicating with government officials, such as MLAs. This is particularly important now, when we will want you to speak up to your own MLAs. ATCMA is working on clear messaging you can draw from, but Henry can help provide information about how best to do that.
Henry Yao, born in Taipei and raised in Richmond, BC, has dedicated his life to community service and public advocacy. Fluent in English and Mandarin, he began his career in the private sector before turning to public service after surviving lymphoma. Over the past two decades, he has worked extensively in youth development, helping young people build leadership and career skills while promoting civic engagement. His deep community involvement includes leadership roles with local organizations such as the Richmond Chamber of Commerce and the Richmond Chinese Community Society, as well as founding Dialogue Richmond Society to foster respectful public discourse.
As an MLA, from 2020 to 2024, Henry championed healthcare expansion, education investment, multicultural inclusion, and support for small businesses and nonprofits. Notably, he helped Kwantlen Polytechnic University establish North America’s first public university Bachelor’s degree in Traditional Chinese Medicine and helped secure funding to support TCM exam translation. Drawing from his legislative experience and grassroots community work, Henry brings valuable insight into how professionals—like those in the TCM field—can effectively engage government, advocate for policy change, and strengthen public trust.

- ATCMA has been working tirelessly to address and advocate for TCM in BC with regard to our new Regulations (“Complementary Health Professionals Regulations”) set by the provincial government and the proposed CCHPBC Bylaws. ATCMA’s Executive Director, Dr. Melissa Carr, will provide some context and foundational information about the Regulations, the Bylaws, and the HPOA. She will answer (to the best of her ability) your submitted questions from the survey—link attached below.
- *PLEASE NOTE: The ATCMA will do our best to answer all your questions, but may not be able to answer some, as the information may not yet be available. The ATCMA will answer based on shareable information provided by the government and the college and a document paid for by ATCMA and 6 other BC TCM associations provided by a lawyer on the Regulations document.
- *While we understand that some topics may be “hot topics” that can provoke an emotional response, we ask that you be polite and considerate in your communications with our speakers and with other attendees.
